(1) Notwithstanding anything written in Rule 2, the Government of Nepal may designate more than one area, zone, district, locality of the district, town or village, development committee and ward to the office head. He can establish an office within the jurisdiction.
(2) When establishing an office in accordance with sub-rule (1), the following provisions shall be made:-

(a) When establishing an office in such a way that the jurisdiction of more than one district is under the jurisdiction of the head of the office, a separate unit and budget shall be arranged for each district. Such an office which is to be established in the district headquarter should also be designated as the headquarter.

(b) When establishing the office in such a way that the working area of ​​more than one zone is under the jurisdiction of the head of the office, a separate unit and budget should be arranged for each zone. Such an office which will be established in the zonal headquarter should also be designated as the headquarter.
(c) When establishing an office in such a way that the jurisdiction of more than one area is under the jurisdiction of the head of the office, a separate unit and budget should be arranged for each area. Such an office which will be established in the regional headquarter should also be designated as the headquarter.
